The city of San José Operations Efficiency Diagnostic was launched by Mayor Chuck Reed to evaluate cost saving opportunities across the city. The project assessed the cost efficiencies and service delivery of three major city departments: the San José Police Department, Fire Department, and Department of Parks, Recreation and Neighborhood Services. The project’s presentation includes a strong methodological basis for its recommendations, as well as a public safety and staffing analysis revealing how department improvements can be made through reorganization and consolidation effort. Other recommendations suggest a restructuring of overall operations, staffing changes, and the introduction of municipal marketing programs. The project presentation also recommends incorporating technology developments within these departments to ensure that limited resources maximize policy outcomes, with a particular focus on crime predictive software and associated crime prevention measures. Of particular note, the project presentation includes a robust section on the future of local government finance and outlines how a local government should incorporate a sustainable business model into its practices.
