With a mission dedicated to fair and appropriate tax collection, the California Taxpayer’s Association (CalTax) conducted an independent research study examining tax and spending concerns associated with California local and state governments. The CalTax team identified areas in California’s government in need of reform, and identified areas where cost savings and service improvements can be realized. Report recommendations address public finance concerns across seven policy areas including education, justice, and health and human services, and also include a pointed analysis on human resource and revenue enhancements within specific state departments. The report proposes nonpartisan solutions to tax concerns, and only highlights recommendations that could realistically be adopted within the current political context.
