The Blueprint for a Transition to Performance-based Budgeting was prepared after Los Angeles faced unprecedented budgetary challenges following the national economic crisis. The city’s current budget process uses a traditional line-item approach, and the report focuses on a transition to performance-based budgeting by providing a roadmap for the city to construct its annual budget based on performance outcomes. The shift to a performance-based budget aims to increase the city’s transparency with citizens while simultaneously illustrating the effective allocation of limited resources. The report’s plan suggests refocusing citywide functions and implementing strategic management tactics involving performance metrics. Of note, the report includes comprehensive implementation blueprints for two departments, the Department of City Planning and the Bureau of Street Services, to pilot the transition to a performance-based budget process.
