Stemming from the drastic financial impact of the most recent economic crisis, the City of Cleveland Management & Efficiency Study focuses on financial and operational constraints related to the city’s General Fund operating budget. The report’s recommendations aim to shape the city’s budget and generate discussion for future financial challenges. Specifically, the report outlines recommendation initiatives by department and division, and includes an in-depth analysis of different challenges facing each department. Long-term recommendations address improved public resource management and service delivery concerns. Of particular note, the report contains a plan for sustained impact through tracking the recommendation focus areas, progress made, and future challenges of each department and division.
