As part of a broad effort to redesign and transform the performance of New York State government, New York Governor Andrew Cuomo called for the creation of the Spending and Government Ef­ficiency (SAGE) Commission. The governor directed the commission to comprehensively review every state agency and recommend structural and functional changes for government improvement. With the goal of making government “more modern, accountable, and efficient,” the commission’s recommendations outline reforms to advance service through an integrated technology approach, increased state workforce productivity, consolidated facilities, and coordinated interagency activities. The commission also recommends implementing New York’s first statewide performance management system. The report includes a list of potential agency mergers considered but not recommended, and outlines guidelines for implementation using the LEAN management process. The included state agency historical reviews and departmental organizational charts provide additional background into New York State operations.
