Former City Council President Daniel Davis and Mayor John Peyton invited the Florida TaxWatch association to pinpoint cost-saving initiatives that would help the city of Jacksonville withstand economic downturns and prepare for the city’s future. The report identifies various short-term cost savings as well as many long-term structural improvements. Many of the recommendations focus on improving cash management and streamlining employee benefits. The report notes the anticipated impact of property tax revenue reductions stemming from the passage of Florida Constitutional Amendment. Noteworthy complements to the report include appendices of a performance management template and a program productivity award application.
