With the creation of this report the Kansas Legislative Coordinating Council sought a custom roadmap to reinvent state government and drive transformational service delivery and cost efficiencies. Report producers Alvarez & Marsal adhered to that mission by identifying ways government can function more efficiently while saving taxpayer dollars. The report’s three main objectives outline a budget analysis, provide efficiency and cost-savings recommendations, and plan for the next budget process. The departments evaluated for recommendation efforts include, but are not limited to, the Departments of Transportation, Education, Corrections, and Human Services. The report’s cross-agency recommendations feature benchmark, trend, and impact analyses each providing insight into future implementation. The report also includes a detailed project methodology explaining plans for deeper efficiency analysis among general government, across boards and commissions, and within specific departments.
