Louis Bartholomew (he/him) is a Service Innovation Fellow at the City of Philadelphia, in collaboration with the Bloomberg Center for Cities at Harvard University's Data-Smart City Solutions program. As part of the Responsive Cities Network project, Louis works across city departments to leverage AI and improved data systems to strengthen service delivery for Philadelphia's residents and Communities. Louis previously served as Policy Manager at the PA Safe Roads PAC, where he led legislative advocacy on traffic safety at the Pennsylvania state level, drafting legislation, building relationships with PA Senate and House offices, and organizing lobbying days in Harrisburg with families affected by traffic violence.

He also served as Executive Director of the Queen Village Neighbors Association, where he led Queen Village’s first-ever Open Streets events — resulting in a 30% increase in foot traffic — and led a 45-person delegation of Philadelphia elected officials and advocates to study Vision Zero implementation in Hoboken, NJ. During his tenure, Louis also secured over $500,000 in public and philanthropic grants for neighborhood parks and streetscape improvements and managed a nearly $400,000 annual operating budget. Louis holds a Bachelor of Arts in Public Policy from New York University and a Master of Science in Public Policy and Management from Carnegie Mellon University.
