 In addition to examining the organization of New Hampshire state government, the Governor’s Commission on Innovation, Efficiency, and Transparency was tasked with recommending improvements to state contracting, performance metrics, and overall government transparency. The report highlights New Hampshire’s record on innovation and efficiency, but focuses on opportunities to improve operating performance and the need for fiscal change. The commission outlines a long-term framework for sustained improvements to state government operating performance and identifies recommendations across areas such as government structure and culture, funding and resource allocation, bidding and contract improvements, and citizen participation. The commission collaborated with NH Listens in conversations with citizens, state employees, and state government partners to inform report development.
