 Ohio’s Metropolitan Chambers of Commerce and the Ohio Chamber of Commerce joined forces to address the state’s fiscal and structural problems through an economic processes report. The report includes an analysis of Ohio’s existing economic situation, a review of best practices from other states, and recommendations for state budget and productivity improvements. The suggested reforms target specific departments in state government that are well suited to private-sector solutions in areas related to public employee pensions, health-care costs, the civil service system, and tax expenditures. The report proposes a market-based approach for reforming the way Ohio state government and local political subdivisions work together. The management philosophy known as “budgeting for outcomes” underlies the report’s recommendations. The report uniquely proposes collaboration between local and state levels through a system of “local government transformation” grants from a State Innovation Fund.
