 New York City Mayor Michael R. Bloomberg’s aspirations to make city government more efficient led to the Maximizing Efficiency in the New York City Government report, which presents a concrete plan to save taxpayers millions of dollars and prepares New York City to properly operate in the 21st century. The efficiency plan focuses on refining back-office operations with recommendations highlighting the following five key areas: real estate management, payments and revenue collection, fleet operations, human resources management, and information technology. The report examines the current state of each key area with an included supplemental analysis of challenges to improvement and recommendations for future action. The report’s recommendations outline solutions to increase accountability, improve system management, and consolidate facilities.
