 Upon taking office, Colorado Governor Bill Ritter Jr. sought effective and modern ways to improve state government operations, and subsequently launched the Colorado Government Efficiency and Management (GEM) Performance Review to outline potential efficiency improvements within the Colorado government. The top-to-bottom performance review addresses current inefficiencies across all operational levels and suggests recommendations among emerging themes within government. The review’s recommendations aim to reduce health-care costs, improve customer service, strengthen public safety, and cut costs through energy conservation, among many other goals. The review includes a methodological explanation of the analysis process, and outlines a projected timeline of the recommendations’ fiscal impact. Unlike prior performance reviews, the GEM review used a bottom-up approach and solicited direct input from state employees through focus groups and surveys.
