 The report stems from a Congressional provision for the United States Government Accountability Office (GAO) to annually identify federal programs, agencies, offices, and initiatives that overlap in mission and service provisions. The report points to twelve areas where fragmentation, overlap, or duplication in government processes exist, including process inefficiencies within the Internal Revenue Service. The report also identifies additional opportunities to enhance revenue collection and increase cost savings with regard to Medicare. This report uniquely highlights operational challenges at the federal level, and indicates the prior suggestions of GAO that Congress and executive branch agencies have acted on or made progress towards improving. The GAO reported the contents of its findings in testimony before Congress.
